How to Verify CE and RoHS Documents for LED Strip Orders

The short answer

Do not approve an LED strip order because the supplier emailed a file named “CE certificate.” Approve it only after the product on your quotation, label and packing list can be matched to a signed EU Declaration of Conformity and to the supporting reports for the legislation that actually applies to that configuration.

At minimum, compare the manufacturer name, model or model family, rated voltage, product description, applicable EU legislation, referenced standards, issue date and signatory. Then check whether the test reports cover the same construction—not merely another strip that uses a similar LED package.

The right document set depends on what you are buying. A bare 24 V strip, a 230 V strip and a retail kit containing a driver, controller and plug are not interchangeable compliance cases. Define the supplied unit before asking for paperwork.

What CE marking actually means

The European Commission explains that there is no central EU body that grants permission or issues a universal CE certificate. The manufacturer identifies the applicable rules, assesses conformity, compiles technical documentation, signs the EU Declaration of Conformity and affixes the CE marking. In other words, CE is a manufacturer’s legal declaration, supported by evidence; it is not a quality award.

Start with the official EU explanation of CE marking, not a certificate logo on a marketplace listing. The same guidance says the Declaration of Conformity and supporting technical documentation must be kept up to date and normally retained for at least ten years after the product is placed on the market.

Do not apply every directive to every strip

Applicable legislation follows the finished product and its intended use. It should not be selected by copying a competitor’s declaration.

For example, the Low Voltage Directive 2014/35/EU applies to equipment rated between 50 and 1,000 V AC or between 75 and 1,500 V DC, subject to its exclusions. A 12 V or 24 V bare strip is below those voltage limits. A mains-powered strip, driver or complete kit may be different. Other EU requirements can still apply to the low-voltage product, so “below LVD” does not mean “no compliance work.”

RoHS is commonly relevant to electrical and electronic equipment. EMC applicability must be assessed against the supplied apparatus and its components. Radio rules may enter the picture if the kit includes a Wi-Fi, Bluetooth or other radio controller. The importer should have a competent compliance professional confirm the final list for the destination and product configuration.

Match the documents to the exact product

Document review starts with identity. Create a one-page matrix rather than opening PDFs one by one and relying on their filenames.

A report for “LED strip series” can be legitimate if the family definition and technical rationale are clear. It is not enough when the report lists one 8 mm, 9.6 W/m indoor model while the purchase order calls for a 12 mm, 18 W/m encapsulated strip. Ask the supplier to mark the exact covered model and explain the family relationship.

Private-label buyers need an additional bridge between the factory model and the buyer’s commercial model. Put both codes on the specification sheet or maintain a controlled cross-reference. Otherwise, a customs officer, marketplace reviewer or project consultant may see a declaration for a model that appears unrelated to the goods.

Review the declaration and supporting documents

1. EU Declaration of Conformity

The declaration should identify the product unambiguously and state who takes responsibility for it. Check for:

  • manufacturer or responsible economic operator name and address;
  • model, type or family identification that connects to the order;
  • the applicable EU legislation;
  • standards or other technical specifications used for assessment;
  • place and date of issue;
  • name, role and signature of the authorised signatory;
  • current revision, where the supplier controls revisions.

Under the RoHS Directive 2011/65/EU, the manufacturer assumes responsibility by drawing up the EU Declaration of Conformity. The directive also requires importers to check that the conformity assessment and technical documentation exist and that the equipment bears the required marking and documents.

2. Test reports and technical evidence

A declaration is the legal statement; test reports and engineering records are evidence behind it. Ask for the pages needed to verify scope, not just the cover sheet. Useful items include:

  • report number, issue date and laboratory identity;
  • applicant and manufacturer details;
  • tested model and declared model family;
  • photographs, PCB layout or construction description;
  • rated input, power and operating mode;
  • standards and editions used;
  • result summary and any deviations;
  • component lists or critical-component schedules when relevant.

Laboratory accreditation can help assess competence, but an accredited logo does not repair a model mismatch. Confirm the laboratory and report number independently when the laboratory offers a verification channel. Do not upload confidential reports to an unknown “certificate checker.”

3. Labels, instructions and traceability

Compare the files with a production label proof before printing. The voltage, wattage, model and responsible-party information should not change between the declaration, product, package and instruction sheet. Retain the approved artwork revision with the purchase order.

For a mixed shipment, record which declaration and report set applies to each item. One generic CE file placed in the shipping folder is not a traceability system.

How to check RoHS evidence without over-reading it

RoHS documentation is often presented as an analytical test report. That report can be useful, but buyers should understand its limits.

First, identify what was tested. A strip contains solder, PCB, resistors, LED packages, wires, adhesives and, for waterproof products, coatings or silicone. A report covering only a finished sample screening does not necessarily explain every homogeneous material. Conversely, a technical file can combine supplier declarations, material reports and risk-based assessment rather than testing every production unit.

Second, check dates and change control. If the solder alloy, PCB supplier, cable, pigment or encapsulant changes, the old evidence may no longer represent the shipped product. Ask which changes trigger document review and whether the supplier records component lot information.

Third, keep exemptions and scope visible. A report line marked “pass” is not a substitute for understanding whether an exemption was used or whether the tested material belongs to the ordered model.

The practical purchasing question is not “Do you have RoHS?” It is: “Show how the RoHS technical file for model X covers the materials and suppliers used in batch Y.”

Document red flags that justify a hold

Pause approval when you find any of the following:

  • the declaration is called a certificate but has no responsible manufacturer or signature;
  • model numbers do not appear on the quotation, label or cross-reference;
  • a low-voltage strip, mains strip and complete kit all use the same unexplained report;
  • the report applicant has no documented relationship with the quoted manufacturer;
  • product photographs show a different PCB width, connector or construction;
  • standards are listed without the applicable EU legislation, or vice versa;
  • the supplier sends only a cropped first page that hides the model list and results;
  • the label uses a CE mark although the declaration is still “being prepared”;
  • a private-label model is added by editing a PDF instead of issuing controlled documentation;
  • the report predates a material or design change and nobody can explain the review.

Do not resolve these points through a sales-chat promise. Record the answer in the approved specification, document matrix or corrective-action record.

A compliance request you can paste into an RFQ

Ask the supplier to provide the following for each quoted model before sample approval:

  1. Legal manufacturer name and address.
  2. Factory model code and buyer model code, if private label.
  3. Product configuration covered: voltage, power, PCB width, IP construction, driver, controller and plug.
  4. Signed EU Declaration of Conformity with applicable legislation and standards.
  5. Supporting report numbers and model lists for the declared scope.
  6. RoHS technical evidence linked to the exact model or controlled family.
  7. Label, packaging and instruction artwork showing required ratings and responsible-party information.
  8. Document revision, issue date and change-control contact.
  9. Written confirmation of any exclusions, exemptions or components assessed separately.
  10. Agreement that production changes affecting compliance require buyer notification.

Add the accepted files to the purchase-order pack and make them available to the inspector. During pre-shipment inspection, verify the actual model, ratings and packaging against that pack. For a new supplier, combine the document review with the broader LED strip import checklist.

This process does not replace legal advice or a destination-market assessment. It does stop a common purchasing mistake: treating an unrelated PDF as proof that the goods in the carton are covered.
